makes light of, clarifies hot mic moment
President Obama made light Tuesday of the hot microphone moment he had the day earlier with Russian President Medvedev, where he said that after the November election, he'd have more "flexibility" on the issue of missile defense.
Just as leaders were greeting one another and about to sit down at the opening session of the Nuclear Security Summit, Obama spotted Medvedev, looks over at him, puts his hands over the microphone in front of him with a big smile, and then goes to greet the Russian president.
Obama was asked about the "flexibility" statement later while making remarks to the press about a nuclear safety agreement, and said "Arms control is extraordinarily complex, very technical, and the only way it gets done is if you can consult and build a strong basis of understanding both between countries as well as within countries."
The open microphone comments he made Monday after a bilateral meeting with Medvedev happened right as journalists were being let into the room.
Obama could be heard saying, "On all these issues, but particularly missile defense, this, this can be solved but it's important for him to give me space."
Medvedev responds in English, "Yeah, I understand. I understand your message about space. Space for you..."
Obama then brings up a frank statement about timing and what he can get done, "This is my last election. After my election I have more flexibility."
Medvedev replies, "I understand. I will transmit this information to Vladimir," a reference to the next Russian President-elect Valdimir Putin.
Building up missile defense in Europe, which the U.S. is for, and Russia is against, has been an issue of contention between the two countries.
While later explaining the hot mic remarks Tuesday, he also noted the START treaty took them two years to get ratified.
"I don't think it's any surprise that you can't start that a few months before a presidential and congressional elections in the United States and at a time when they just completed elections in Russia, and they're in the process of a presidential transition where a new president's going to be coming in a little less than two months," he added.
He downplayed that he was making any new revelation, saying that in speeches he's noted wanting to reduce nuclear stockpiles and a barrier to doing that is building trust and cooperation on missile defense.

The real question: How to achieve Afghanization
President Obama's expected decision to reduce our troop level in Afghanistan from 100,000 to 90,000 by the end of 2011, and to 70,000 by the end of 2012, seems reasonable.
The more important issue -- how to do it -- is likely to be quietly decided this fall based on recommendations from a new military team consisting of the secretary of defense, the chairman of the Joint Chiefs of Staff, the United States Central Command, and the commander in Afghanistan.
Here are the factors that will matter.
First, the United States' goal is to prevent Afghanistan from becoming a terrorist sanctuary as the U.S. draws down. Unlike the situation in the 1990s, Pakistan won't give the Taliban the arms and vehicles for a conventional assault along major highways to seize Kabul. The Pakistanis are in no mood to antagonize the U.S., and our air power would devastate any such overt attack.
Instead, the concern inside our military command is that the Taliban can build momentum in the rural areas. In this scenario, as the Taliban gain control in the countryside, the Afghan army would fall back to the cities and to their home tribes. In essence, the concern is about a collapse of the Afghan army. The Afghan army, not the population's attitude, is the key to stability.

On Capitol Hill, Obama's new economic measures confront harsh reality
Washington (CNN) -- Top Democratic and Republican leadership aides on Capitol Hill say President Barack Obama's two new economic proposals have almost no chance of passing Congress before the midterm elections, even though he's formally announced only one of them.
Obama unveiled a plan Monday in Milwaukee, Wisconsin, to push at least $50 billion into infrastructure spending.
In Cleveland, Ohio, on Wednesday, he will tout the increase and extension of a business tax credit for research and development. The White House says both proposals will be paid for, in part, by closing tax loopholes for oil and gas companies.
Doubtful that either will pass in the near future, Democrats and Republicans are blaming each other.

WASHINGTON (Reuters) - Americans will feel 'a certain shock' from a White House report to be released on Thursday on security lapses in the attempted December 25 bombing of a Detroit-bound airliner, U.S. national security adviser James Jones said in a USA Today interview.
